The Definition
An Authorised Treatment Facility is a site licensed by the environment agency (SEPA in Scotland, EA in England) to accept, depollute, dismantle, and recycle end-of-life vehicles. The licensing process is rigorous, requiring operators to demonstrate they have the proper facilities, trained staff, and environmental controls in place.
What an ATF Must Do
Licensed ATFs must follow strict procedures for every vehicle they process. This includes depolluting the vehicle by safely removing all hazardous fluids, gases, and components. Recovering and recycling materials to achieve targets set by EU-derived regulations. Issuing Certificates of Destruction and notifying the DVLA. Maintaining detailed records of all vehicles processed. Meeting regular inspection and audit requirements.
Environmental Standards
ATF sites must have impermeable surfacing to prevent soil and water contamination, covered areas for depollution work, proper drainage with interceptors, secure storage for hazardous materials, and fire prevention measures. These requirements protect local communities and the wider environment from pollution.
The Risks of Unlicensed Sites
Unlicensed operators, sometimes called backyard breakers, do not follow these standards. Hazardous fluids may be dumped on the ground, batteries discarded improperly, and asbestos-containing brake components released into the air. Aside from environmental damage, using an unlicensed operator means you cannot get a Certificate of Destruction and remain legally responsible for the vehicle.
